General notes on this version: This is a patch for minor bug fixes.

- fixed issues with outages among learners who had been invited to PeBL Pro libraries
- fixed issues with some data not showing up in the Activity Dashboards (in Advanced and Add-on libraries only) for some PeBLs
- fixed “phantom” email notifications that were erroneously notifying account holders that their libraries had gone down
- fixed a caching issue that was causing slower load times for PeBLs
